Background

    The Victor Harbor Returned Services League (RSL) and Football Club Incorporated have secured funding to construct a new clubroom facility incorporating mixed gender changing facilities, flexible areas for indoor sporting and recreational activities, hospitality areas suitable for both members of the Victor Harbor RSL and Football Club as well as the broader sporting and local communities.

    The cost of the redevelopment is likely to be in the vicinity of $1.5 million, with renovations to the existing clubrooms to be undertaken following the completion of the new structure which will be built alongside.

    The redevelopment has been put forward to Council as beneficial to the general community, including the Victor Harbor RSL and Football Clubs, the Victor Harbor High School and other sporting and community groups.


    The proposal

    To aid in the preparation of a detailed lease agreement for the shared clubrooms at the Victor Harbor Oval Grounds, the community is invited to comment on the following principles:

    • The lease is for the current football/sporting clubrooms and the area of the proposed extension of the clubrooms, for the purpose of including RSL, football, sporting, community and social activities.

    • An overall lease term of 42 years, which includes the initial term of 21 years, followed by three rights of renewal of 7 years each.

    • The annual rent being a peppercorn rental, consistent with that currently paid by local sporting and community groups.

    • The lease recognising that the Victor Harbor RSL and the Victor Harbor Football Club remain as separate identities, having the same rights as the combined Victor Harbor RSL and Football Club Incorporated.

    • The lease giving consideration to common areas of the oval grounds shared by the Victor Harbor High School and other users.

    Next step

    Following the public consultation period, submissions will be presented to a future meeting of the Council for consideration.
