Council is proposing to revoke the community land classification for a portion of land at Allotment 202 Armstrong Road, Victor Harbor to facilitate the development of the Regional Community, Sport and Recreation Precinct (The Precinct).

Background

Allotment 202 Armstrong Road, Victor Harbor is currently owned by the City of Victor Harbor. In 2022 it was nominated as the preferred site for the Regional Community, Sport and Recreation Precinct (The Precinct).

Following significant investigations and analysis to determine the feasibility of the project, the Council made the decision to explore potential partnership opportunities with the private sector as a way to balance the financial impact with the delivery of much-needed community facilities.

Following a rigorous expression of interest process, a potential partnership opportunity was identified and negotiations commenced to progress commercial terms that provide for the best outcome for community. In order to make the investment viable, the private consortium requires a long-term (99+ year) which is beyond the term allowed under the current Community Land classification.

As a result the Council is proposing that a portion of Allotment 202 Armstrong Road has the community land status removed to enable the longer-term lease, noting that the remaining portion will remain community land and the Council retains ownership of the whole site.

A Community Land Revocation Report has been prepared in line with the requirements of the Local Government Act, and the Council now invites submissions from interested persons in relation to the proposed revocation.

Submissions should be lodged by 5pm on Tuesday, 11 June 2024:
