The Bluff Master Plan was adopted on 26 June 2023.

Thank you to everyone who provided Council with their thoughts and feedback during development of this plan, it has been an amazing collaboration with our community.

The Bluff, also known as Rosetta Head or Kongkengguwarr, is a much loved and iconic Victor Harbor landmark. It has significant environmental, recreation, tourism, heritage and cultural value. In recognition of this, the City of Victor Harbor, in association with Hatch, has developed a master plan that sets out a shared vision for this important asset.

The development of this master plan is both exciting and important. It provides us with a tool that will help us protect the things that our community most values about The Bluff at the same time as identifying opportunities to enhance this very special place in a way that reflects the shared community vision.

The plan is based on extensive consultation through which we heard the views, stories and opinions of around 900 voices. Through these conversations some clear themes emerged that really supported the idea of limiting development but implementing a number of enhancements that are sympathetic to the natural environment.

Things like making trails safer, providing more seating, defined spaces to take in the views and contemplate, looking at opportunities to share cultural stories and narrative, and re-wilding areas were just some of the common ideas.

The Bluff Master Plan was officially adopted by Council on 26 June 2023 and implementation is set to commence in 2023/24.

    The City of Victor Harbor is undertaking consultation to seek feedback on The Bluff Draft Master Plan. Council has released the draft Master Plan for public consultation for three weeks. Community members are encouraged to complete the below survey on the report by 5pm on 3 February 2023.

    The Bluff Master Plan has been broken down into four zones. Detail of what is proposed for each zone is outlined in the draft Master Plan. We would appreciate hearing from you, initially asking for your overall thoughts on the direction of the draft Master Plan and then seeking your thoughts on specific elements within each zone. There are opportunities to provide comments within each section and at the end of this survey.

    The final Master Plan is expected to be completed mid-2023. If you have any questions regarding the project, please contact the City of Victor Harbor directly on (08) 8551 0500.

    Want to chat further? An open drop-in session is planned for 18 January 2023 at the City of Victor Harbor Civic Centre (in the foyer). This drop-in session will provide opportunity to chat to the project team and ask questions or seek clarification about the plan.
