The City of Victor Harbor's 2023/24 Annual Business Plan and Budget was adopted on 26 June 2023.
The Annual Business Plan describes how Council will allocate its budget and what services, programs and projects we intend to undertake in 2023/24 to further enhance Victor Harbor's position as a place of choice to live, work, invest and visit.
2023/24 Budget At A Glance
The 2023/24 Annual Business Plan and Budget forecasts:
Capital expenditure of $10.4 million offset by income of $1.6 for grants and sale of assets (Net Capital Budget - $8.7 million)
Operating expenditure of $36 million resulting in a deficit of $1,485,200. The deficit can be attributed to Council's corporate system replacement project and will be funded through borrowings rather than Council rates, effectively providing a breakeven position.
Average rates payable increase of 6.6% (lower than March 2023 CPI of 7.9%)

Community involvement is central to Council's budget preparations.
Each year Council consults with the community on a range of different issues and projects. The feedback obtained during these consultation initiatives is taken into consideration during Council's annual business planning process. In addition to this, the Council also asks community for feedback on the draft Annual Business Plan.
The consultation for the draft Annual Business Plan was undertaken between 4 May 2023 and 29 May 2023. Feedback was captured through a number of different methods including a formal survey (available online and in hard copy), written submissions and in-person representations at a public meeting held on Thursday, 25 May 2023.
The Council would like to thank everyone who took the time to find out more about what is being proposed and provide their feedback.
