The City of Victor Harbor recently undertook a By-law Review and adopted new by-laws. Following the adoption of these by-laws, Council needed to determine what locations certain provisions within the by-laws would be enforced. This is particularly relevant for the Dogs By-law and Local Government Land By-law.

Consultation took place between 31 October 2023 and 21 November 2023. Community members were encouraged to complete a survey or chat to Council at a drop-in session.

Once feedback from the consultation had been collated, Council considered the matter at its meeting on 11 December 2023.

The City of Victor Harbor would like to sincerely thank the community for taking the time to submit feedback on the application of Council’s by-laws last month.

Over 200 surveys and 26 written submissions were received during the consultation period, plus more than 100 face-to-face conversations were had with Council staff. The detail and depth of many submissions demonstrated a clear interest in this body of work being undertaken by Council.

Council considered the feedback at its meeting on Monday, 11 December 2023 and made several resolutions that aim to balance pet owner enjoyment of our beaches against the need to conserve our vulnerable environment.

The official Council meeting minutes will be uploaded to Council’s website in the coming days, however the following is a summary of key decisions relating to the Dogs By-law:

    • To protect vegetation and wildlife, the Hindmarsh River Estuary sand dunes, Inman River Estuary sand dunes and Wright Island will become 24/7 dog on-lead areas
    • Hours for off-lead dog walking on beaches have been extended during daylight savings, meaning dogs can be walked off-lead (but must be under effective control) from 6pm-10am
    • Other leashing requirements remain unchanged

During the consultation process, it was clear that community members had a desire for signage and enforcement to be improved at local beaches. Subject to budget deliberations, Council will review its signage to make dog leashing requirements clear and concise, while also encouraging respectful enjoyment of our stunning open spaces.
