Community Plan 2030 - Proposed Revisions
The City of Victor Harbor adopted its reviewed Community Plan 2030 at its Ordinary Council Meeting on 24 March 2025.
The Community Plan 2030 is the Council's guiding strategic document outlining the community's aspirations for Victor Harbor's future and the objectives that need to be in place to achieve them. The review of the Community Plan 2030 was initiated in February 2024, in line with legislative requirements.
Purpose of the Review
The Community Plan 2030 was initially adopted by Council in 2020. Its development drew upon a range a existing strategies and plan, and also consultation results from a range of different topics. Since its adoption, the Community Plan 2030 has guided Council decision making and service delivery. In line with legislative requirements, the Council initiated a review of the Community Plan 2030 in February 2024. With consideration of the significant redevelopment of the Community Plan 2030 undertaken in 2020, this has been a minor review to re-affirm the Council’s strategic direction and ensure it is reflective of current and future priorities.
Consultation Process
The review was informed by consultation with Council Members, Council Staff, and the wider community. Council Members provided input through workshops and document reviews. They also specifically requested a review of whether the Plan adequately prioritises attracting and retaining young people in order to achieve demographic sustainability.
Formal community consultation was undertaken between 30 January 2025 and 28 February 2025. Feedback was sought through online and hard copy surveys, written submissions and a listening post. While there were 243 downloads of the draft plan, Council received 22 survey responses and one written submission, which were carefully considered.
Key Changes Resulting from the Review and Consultation
Following the consultation and further review, several changes were made to the Community Plan 2030:
- The Vision was updated to further acknowledge future growth and the importance of protecting liveability.
- Challenges and Opportunities were updated to include references to water and energy security due to population growth, the increasing year-round activity in Victor Harbor, demographic sustainability, and declining species and ecosystems.
- Aspiration 3 - We manage growth and change responsibly saw updates to its strategic context and objectives, including a new Objective (3.3: Attract and retain young professionals and families in Victor Harbor for long-term demographic sustainability). A strategic performance indicator relating to the average age of the population with a target to decrease was also added.
- Aspiration 4 was reworded to We protect and restore our environment, and Objective 4.3 was reworded to Enhance the health and biodiversity of our natural environment through protection and active restoration.
- Priority actions were removed and replaced with performance measure targets and a list of existing Council plans and strategies that contribute to the aspirations.

Adoption of the Revised Community Plan 2030
We are pleased to announce that at the Ordinary Council Meeting held on 24 March 2025, Council adopted the revised City of Victor Harbor Community Plan 2030.
